Surfactant blends, fragrance carriers, glycerin, propylene glycol, plant oils, vegetable-derived emulsifiers. Almost all of these are well-understood, mild chemistries that have no compatibility issue with HDPE and pose minimal cross-contamination risk in properly washed reconditioned tanks.
Fragrance oils with high terpene content, certain essential oils, color cosmetic intermediates where any residual stain would foul the next batch. For these, virgin poly or stainless is the right answer.
Prior-contents history, wash protocol, gasket material certification, and food-contact resin documentation. With those four documents in hand, reconditioned tanks pass internal audit at most major personal-care manufacturers.
